As of the writing of this message, Congress has not yet extended the National Flood Insurance Program, which expires at midnight on Tuesday, July 31st.
The US House has passed a bill to extend the NFIP to November 30th, 2018 with no reforms. The Senate has not taken up the issue, and may not till next week. This could cause a short lapse. If the Senate does not vote on the bill to extend the NFIP at all, we would see an extended lapse of the NFIP.
This will continue to be an issue as Congress intends to only pass short term extensions for the foreseeable future.
FEMA has issued guidance for insurance companies on how to handle writing new flood policies, policy renewals, and claims during a flood program expiration. The Massachusetts Coastal Coalition has created consumer guidance for you as an insured to know what to do before, during, and after a flood program expiration. Overall, our guidance outlines that:
–If you have a flood policy renewing after July 31st, and within the next few weeks, PAY IT NOW
-If you are planning to close on a home after July 31st, PAY FOR THE POLICY NOW. If paid before the program expires, the policy will still go effective on the closing during a program expiration.
-If your policy is in force before the program expires, and you experience a claim, your claim will be handled as usual.

Joe Rossi is a nationally recognized flood specialist. Rossi joined Rogers & Gray in 2017 and provides a vast depth and understanding of coastal flood issues and legislation. Prior to joining Rogers & Gray, seeking stronger citizen representation on coastal issues, Rossi formed the non-profit Marshfield Citizens Coastal Coalition (MCCC) to educate citizens on flood insurance and mapping issues. Rossi continues to lead the MCCC, and in his role has presented to various communities, associations and other groups and organizations.He has acquired his associate of national flood insurance (ANFI) and has also acquired his certified floodplain manager (CFM) certification in 2016, one of the highest certifications in the flood insurance industry.
Rossi is a member of the board of directors for the National Flood Determination Association, a trade organization for producers of flood zone determinations. Rossi received his architecture degree from Wentworth Institute of Technology.
